Answers:
A BIRD

For a cheap bird, a budgie. they are hand tame as young and very fun to watch because they play with toys.

A cockatiel is about 60 dollars but they are less playful than a budgie...but they can mimic sounds so fast. They are bigger than an budgie too.

An african grey is the best bird if you don't mind the size or cost. They run about 1K but they can say hundreds of words and love toys and mimic sounds. Not just that, they will mimic the exact voice of the person that teaches them to say a word.

Go to youtube and look for videos on these birds or other animals you are considering!

hermit crab? I would suggest a rodent they would smell not to many people like rodents. I know you don't want a fish but a betta would be great stick it in a vase with a water plant. Spider plant etc..
What about a hampster, they are easy to care for and OH SO CUTE.
With all those requirements, the best idea will be a turtle. You can get small turtles at Petsmart for five bucks and then make a nice habitat for them with 100 more.

They are a lot of fun and do become attached like cats and dogs.

Luck!
Have you considered a hedgehog? The are pretty easy to take care of , the main thing you have to worry about is the temperature. It can't be below 73 degrees. I've got one and love him!
Rock
A turtle
I know you said no fish, but have you considered a beta? They can live in very small tanks and very very rarely require water changes. They are also pretty and soothing in my opinion.
um... try a bird. They are nice friendly animals, and you can get some birds really cheap at the pet store.
Get a rabbit! You can keep it in it's cage while your at work! They don't stink very much and they are so cute! If you wanted a smaller one I'd go for a dwarf, the netherland dwarfs are awesome!

You won't really have to worry about it in your office because if you give them some hay and other food and water they'll just chomp away and won't bother you! Obviously you would need to take it home with you every day to play with it, but if you can't get it out or take it home then I would suggest maybe some sort of Hampster, or gerbil, or mouse! Still cute but need less care! Good Luck!
a gerbil or any kind of rodent
maybe a mouse or a hamster. birds make a lot of noise
sea monkies or an ant farm
