Question:In front of the building where I live there is a small office building. someone there has dogs that bark often. I know that those dogs do not go outside at all and since it is a professional office, or so it should be, I tried to go in and talk to theowner, but noonw was opening the door. It smell bad like dog urine. I know from neighbors that whomever has the dogs, they just keep them there. Is this considered a dog abuse, even if the dogs are fed, but nevert go outside or breathe a fresh air? There is no windows in there. I dont know how somoene can even work there. What should I do? Mind my own business or call somoene? What are the laws in IL?

I would consider it animal abuse. the dogs have to go ouside and go potty. not is it olny bad and unheathy for the dogs but for the humans to. call animal control if you feel the need to. if they are negleting there dogs they will pay for it. sorry i don't live in IL i live in AZ but i know a couple things
I don't know about the laws in your state, but I would definately call the police, whatever the situation is, it's inhumane. The dogs need to be rescued.
I would call the dog warden to check it out.. even if nothing is wrong he or she can establish that legally and take action if necessary.
I would try to get ahold of the people, try looking in a phone book for a number to the office. And keep an eye out for any one entering or exiting the building. I would try this for a couple of days and if nothing then I would call a humane society there or see if the police department knows of someone that could help and report that there are dogs in the office that seems like no one has been taking care of and tell them how bad it smells. I don't know about the laws in your state, but it never hurts to poke your nose in if you truly think something may be wrong. Call the local animal rescue or shelter and tell them the situation. They may feel that it's not necessary to come out, but then again they might. If it actually smells from outside, the animals may be creating an unsanitary/unhealthy condition that might spread to other units (in extreme situations, but who knows what's going on in there). They aren't going to tell the owner who called, they are just going to check that the animals are safe and healthy. If the situation warrents that the animals be removed, it will be for the best.

I would call the animal shelter and at least have them check it out. Your not really sure that they are being fed or have water. Dogs need to got out everyday to take care of business and get some fresh air and exercise. If you can smell urine from outside the room then are they are going inside that room and that is very unhealthy for those poor animals.I would definitely call somebody, better to be safe then sorry.
I don't know what laws your state keeps, but I live in New Jersey and New Jersey wouldn't let any animal neglect happen, whatsoever! If I were you, I would call the police because that's 100% the cause of neglect. Dogs, #1, have to go outside frequently and going inside (even in an office) leads to bad behavior. #2, it doesn't matter if it's not your business. Dogs deserve freedom and if I were a dog sitting in an office that you don't know if it has any air or anywhere to walk around in, I'd probably die! It must be like jail in there for them.
If I were you, I'd call the police, so they can handle it...
I dont know anything about IL's penal code but yes, call animal control. That is most certainly animal abuse. A dog could easily die from starvation, thirst, or even ammonia poisoning (from the urine) in conditions like that. U can call anonymously too, if you like.
