What credit gain do you have need of to qualify for an FHA mortgage refinance?

My husband has a 610 and I have a 683. We enjoy 10% equity in our home. Our current lender says he wants a 620 to qualify for FHA (but a few months ago when his credit was 577 the lender said it just have to be 580). Are they trying to play us for fools here?
Answers:
You will need at least 680 and monies to put down.
No they are not playing you, the win was raised to 620 give or take a few 6 months ago.
FHA increased the minimum score required from 580 to 620 about three months ago.
