Actually this is not true. He's trying to rein in the credit card rate and fee hikes that bank have been levy against current card holders. For example last month Bank of America doubled the interest rates on some of their customers as well as tally new fees. Wells Fargo initiated payday loans with an annual interest rate of 120%. The bottom vein is that these banks were given bail out fund beneath the initial TARP and instead of unfreezing credit, they are gouging their existing customers with exorbitant rates and fees.
