Mortgage Interest Credit . Who can claim it ? (only if mortgage credit qualification be issued ?). Pls Advice !?

I bought my first home last year and was wondering if i can lift the credit. Instructions says one can claim this if MCC was issued by a state/local govt. I don't reflect on I received this so called MCC. What is an MCC and why is it issued ?
