Assuming that the $700B should have be given to ANYONE, it should have been used to aid shore up banks balance sheets. That encourage them to make loans, and hopefully restore liquidity to the system.
Giving the money out as coupons would have simply provided respectively person with nearly $2,000 - which wouldn't exactly have made a big dent in too tons mortgages.

we have a "bailout" to the public, it was called the stimulus check, what did americans do? buy big screen and squander it, instead of paying their mortgages...hence why he had to do the bailout.
