I don't know if you'll find one in your area, but look in freecycle groups around you - everything listed is free, and that's about as cheap as you can get! If not there, try craigslist in your area. Both will have used equipment, but all it would take is a little cleaning - you would probably do better to get your own gravel and airpump.
