Answers:
It is really up to you. If you are using live rock, you really don't need the live sand. Personally I don't use either when I start up a salt tank and that too is another way to do it.
What is best is what you are willing to buy and start with. Rock can get expensive depending on what you buy. Sand is another option.
As for the fish, that too is something you need to figure out. What kind do you like and are willing to care for.
Saltwaterfish.com is a great sight to look at fish. They also tell you what kind of fish go with what.
Live sand and rock only helps the tank cycle faster, although live rock can come with hitch hikers which can be both good and bad. Remember live rock and sand does not mature your tank so remember for the first 6 months it is still a new tank not a mature tank.
If you're new to fish keeping, I suggest starting with a freshwater tank is rather costly to keep up with and needs alot of experience to take care of. But to answer your question anyway, it depends on what you have planned to go in there. Real plants? Silk plants? Just fish? Inverts? and the most important question- How much of your money are you willing to spend?
Do live sand.
If you want mean fish,
triggers,groupers,eels, puffers.ect.
If you want nice fish (reef)
clown fish, wrasses, tangs, gobys,dottybacks,pipefish.ect
And with the fish above me (nice/reef) All those fish are reef safe.

honestly i would go with 6" deep play sand bed. as for fish a convict tang, 2 clowns and 2-3 small gobies, or you copuld try a dwarf angel, watch them with coral though, it is kinda commen for them to prefer one species and not touch others, 2 clowns, something like an exquisete wrasse, and an algae blenny. and of course, my personal favorites 2-3 gobies
