I would not recommend any fish for a tank that small with a betta already in it. Fish find betta fins to be very tasty, and there is no room for the betta to get away.
One exception might be an otocinclus. You might be able to do some red cherry shrimp or similar species as well.

that is a small tank. Maybe 2 danios. Nothing that will nip at the bettas fins or that the betta will nip at it.
too small for tank mates. bettas can have tank mates, but they need enough room to claim as their own. this is usually about 2gallon of a tank. not to mention everything that can go with a betta is tropical, plus like to school so should be in groups of 4-6 and would need a much larger tank that is preferably filtered.
that's big enough for a heater, I recommend you get one at walmart, only $7 for a 7.5watt. they make filters for tanks that small too.
No, sorry. It's not a matter of how often you change the water - aside from keeping the water clean, your betta needs room to exercise and to mark out his territory. If he doesn't have this space, he will feel threatened and there will be trouble.
If you upgraded to a 5 gallon you could probably get one snail or one frog in there with your betta; if you upgraded to a 10 gallon, you could probably get some other fish.
