It depends on what type of goldfish you get, and how long you want them to live and how big you want them to grow - a common goldfish can grow to well over a foot long and live for 30 years, and a huge tank or pond is really needed for a complete life.
More realistically, ideally for a typical fancy goldfish it would be nice if you can get them a 30 gallon tank or larger for them.

I have to agree here it depends on the type of goldfish you get. While many fantails rarely get over 7" 2 can live long happy lives in a 10 gallon with a good filter. However comets or common goldfish can reach excess of 3 feet and could never survive in a 10 gallon tank.
a 10 gallon has various sizes so depending on the type you are looking for a standard 10 will work with 2 fan tails.
