Of course they can. Imagine a territorial dispute between two different breeds of fish. The one isn't going to tell the other "Take a hike!" It will rush aggressively at it however. The message is communicated. It is through body language they let their feelings known.
I don't know about communication between fish, but I believe that the human and the fish can coexist peacefully.

I am a little different in that I don't have a fish tank. Instead we have a backyard pond. Koi in one pond connected with a stream to our goldfish pond and waterfall. We have various kinds of fish in the goldfish pond. Don't know if they communicate. However, they are very happy campers, re-producing on a very reglar basis. In the past two years we have given away to friends roughly 40-50 fish, all little fry of about 2-3 inches. So I think they communicate! Very Well!!
