Why does my son's fantailed goldfish sit upside down in the corner of the 3.5 gal. tank on occasion?

because fantails get up to 10" and are SUPER dirty. they require (like ALL goldfish yes. that's right, goldfish should never be in bowls or small "starter kit" tanks that they are so well known for) at least 10gallon PER GOLDFISH. preferably 15gallons per goldfish.

you fish is undoubtedly suffering from poor water quality. do a 20% water change every day and get that fish a bigger tank ASAP!
