You can put a Betta in with them. No more than 1 male though. You can put a male in w/ females though and with the fish you have. Oh- a Betta counts as two fish b/c of the size(1" of fish per gallon of water)

I dont think getting a male betta fish with all those other fish is gonna work. They're agressive.
bettas only get along with some fish. i had 5 guppies and a betta in the same tank. the betta didn't like the guppies and started fighting with them. it ended up that the little guppies were stronger than the betta so i had to put the betta in a different tank. i think all the fish in the tank (even though its a 10 gallon tank) would get stressed and uneasy. i would get another tank just for safty reasons.
Depending on what type of tetras you have (do they have skirts or long fins? or are they streamline like neons?) I think it would be ok to put a male in with this set up. I would not put females in as male bettas are aggressive toward females.

Also, be careful about how many fish you're putting in a 10 gallon you may already be at your limit depending on the size of all the fish. One more might be ok, but not 3.

Your skinny siver algae eater is called an "algae eater" and some people call them "chinese algae eaters"
no, beta fish are also known as Siamese Fighting Fish, so i would keep the betas in a seperate tank. REad off of this website. It should help a lot in determining what to do. http://freshaquarium.about.com/cs/anaban...
Probably not the male betta they tend to get mean
You shouldn't mix male and female betta it is a recipe for disaster.

If the algae eater thing is a pleco he will get way to big for your tank and you should either return him or rehome him to someone with a bigger tank.

You could probably add one male betta and get a few more tetras as they like to school and 4 is a small school, depending on what type of tetras you have, how big they get and whether or not they are know for nipping in which case they might harm a betta.I don't know anything about dwarf puffers so I can't help you with them.
