Question:I have a 10 gallon tank with no fish in it. It has a filter, heater, and an air stone.
I want to house these fish:
Neon Tetras
Cory Catfish
Zebra Danios
Dwarf Gouramis
Tiger Barbs
What fish and how many of each do you recommend? Also I know not to add too many fish at a time and my tank has cycled for about 4-5 weeks now.

This is too many fish for a ten gallon I'm afraid, so I think you are better off picking a couple or a few of the species listed.
Examples:
2 dwarf gouramis and 6 neon tetras
6 zebra danios and 2 corycats
3 tiger barbs, 4 zebra danios, and 1 cory cat
You catch my drift? These examples are probably the maximum that should be allowed.
a general rule of thumb is 1 inch of fish for every gallon of water.

Unless you're talking about 1 of each, that is too many fish for 10 gallons. It's 1 inch of fish for each gallon. (Tetras are schooling fish. Most do better with at least 3 of the same type.)
The Neons will get to be a little over an inch.
The Cory will get to be about 1.5 inches.
Zebra Danios at least 2 inches.
Dwarf Gouramis 1.5 to 2 inches.
Tiger Barbs 2 inches after a while.
As far as getting the water ready for more fish, the Danios would be the best to start with. If you opt against getting those, the next choice would be the Barbs or the Gouramis.
For compatibility, the only problem you might have with the fishes listed would potentially be with the Barbs and the Neons. If the Tiger Barbs are much larger than the Neon Tetras, they might be too aggressive. You can get larger Neons and smaller Tiger Barbs. You shouldn't have any problems with any of the other combinations.
Don't put an even number of Tiger Barbs together. They will pair off and are aggressive to your other fish. So get 1 or 3. Maybe 1 Cory(they can get lg though) Since the Danios and Tetras are small you can get a couple of each(some are schoolers) and then 1-2 Gouramis. Only put in 2-3 fish every 4-5 days though. My friend has a very similar mix. The fish vary in size depending on tank size. In a small tank they usually don't get as big as they would in a big tank so if you get them small you should be ok.
