Answers:
Stress would be one thing, and maybe the new water, because you have to account for a ph and temp difference. If you've been changing the water pretty frequently, then the ph should be about the same, but getting a temp to be the same is really tricky. We really can't judge the temp of water that accurate by touch and you could have a difference in temps of up to about 5 degrees, so he may be just adjusting to new temps. As it settles in time, and he gets used to the new surroundings, he probably will resume eating, but you don't need to stress this too much. Betta's can go weeks with no food and be fine.

Give a small dose of aquarium salt, and add some stress coat if you suspect him having any kind of damage. Keep in mind on the food, they can go weeks without it and be fine, and fish don't use food like we do, where it's an energy source to fight off infections or heal. We use that as energy for those functions and internal heat where fish do not, so for now, don't stress about the not eating and focus on any bodiliy injuries you might find. If he is swimming up and down, there isn't any swim bladder damage then and thats good.
As of what you said, it seems like your betta is really stressed of the event. Try to put it in a big tank and leave it there for a week. If after that, it doesn't work, well, I think it is time for your betta to leave. I am so sorry. I hope everything works out!
He may be stressed from his bowl breaking. He might eat once he has settled down a little. Bettas are individuals when it comes to eating though. He may just not like the shrimp that you offered. My bettas really love blood worms, I would try those.
It's probably stresed from the trauma of being out of the water when the pot broke and won't eat right away. Don't worry! Try feeding it in about an hour, after it has calmed down.
It looks like your betta is in a flower pot. New habitat change. A clear glass fish bowl is fine, and they are like 10 dollars.
