I would assume any regular old pet store like here in Ohio...they don't cost anywhere near $20.
petco...should cost you like 5 bucks tops for the fish
check into a local, specialized fish shop.
generic petshops usually only carry male betta fish.
sometimes those chain petstores don't have a good variety of fish. Try the fish only stores (Aquariums). There are many in S.F. and in neighboring cities. Search the yellow pages.
it's best not to get her a friend unless the friend is a female and they're in a group of 3 or more females and have 2 gallons each to themselves, so at least a 6gallon tank. bettas are naturally solitary fish. NEVER place males and females together unless you have researched breeding extensively and plan on breeding.
if you have her in a bowl forget about friends. friends aren't suitable for anything less than a filtered tank (and preferably heated) of at least 5gallons.
