Signs to look for would be small chunks taken out of the fins or tail then it should start to look more ragged, eventually it will develop a whitish film on the ragged edges. This is fungus developing. Rather than go into length about treatments etc here's a link to a site that has some valuable information and recommends the same treatment options I would.

When the fin or tail starts to rot.
Does your fish's tail or fins look ragged? If so, then it has fin rot. You can find medicine to treat it at most any pet store that sells fish. If you can find it, there is a medicine called Cure All that works very well. It looks like a package of little pills and you just follow the directions on the package for how much medicine is correct for your tank. If you can't find that, there are several different brands available (some are dissolving tablets and others are liquid) so anything that says it treats fin rot will work.
the edges will look very raggedy and torn
When the tail or fin looks like part of it has been torn off. Sort of like those flags that have been up on their pole too long..
There may be a mildew or mold to the fin. Beyond that, it will appear to be beat up and ragged or even like it has been in a fight.
