i have 3 shih tzus and what a bundle of fur they were as puppy's,i found having someone to hold them while i groomed them helped, mine thought it was a game,
when they reach 6 months i clipped them and have done ever since because there fur just gets to long and they get to hot.
if you don't have someone to help you here is another tip, kneel down and put your puppy between your legs, and gently grip her with your legs for the top part of her body, for underneath, use a baby brush,or a grooming MIT and make a game out of it.
you dont need to take her to a grooming parlour you can learn to do it yourself just be patient and have fun with your bundle of fluff

my advice would be to take him/her to a professional groomer. They have a special tie thing to keep your dog from moving a lot. It doesn't hurt at all. Groomers know that puppies do not sit still very long so give him/her lots of exercise before you take him/her or you attempt to groom him/her. Groomers Know what do to they know how to handle hyper puppies who just wanna play. That's their job. As he/she gets older they will calm down and get used to being groomed. Trust me i have a 4 yr ol corgi mix and a 3 1/2 month old beagle mix. The older one is so much easier to groom but the puppy has to go to the groomer.

Good Luck and Congrats on the new puppy!
get a person to hold him while you brush as he gets older he will start calming down
Take it to a professional groomer. It should have been there already just to get used to it, but it's still young enough to be fairly easily trained. Don't stick around to watch so you can learn either, it just distracts the puppy from what the groomer is trying to teach it, mainly to be still.
Talk to your vet and see what he recommends.
If you can take the dog to a groomer, it might be easier on you.
My dogs are so big, it's hard to afford their grooming.
Maybe the vet will recommend something to take the edge off her tension (like Acepromazine) to make it possible to groom her.
or
Maybe the vet will recommend training to calm her for grooming.

You need to do some training in any case.
You can bring her to you and get her to lie down and put some grooming tools on the floor beside you both (you sit next to the dog). If she stays calm, lay a grooming tool so it lies partially on one of her legs. If she stays calm, you can try rubbing the grooming tool on her upside down so it's not really grooming, but just so she knows it won't hurt her.

A good tool to use is the slicker brush, because, when you finally turn it over and use it, you can brush really light.

You also need to spend time every day with her on the floor or in your lap while you stroke her paws. Then run your fingers across the pads and up and down, and between the digits. Some dogs are afraid of grooming and nail trimming and need to be desensitized by this kind of treatment to show them it's not anything to fear.

Small dogs like yours tend to be more nervous. It may take quite a while, but it helps.

I didn't do it enough with my male pyr so I now have difficulties trimming his dew claws and bathing him.
There are a couple of ways you can help your puppy stay still when you're trying to groom it. Firstly, don't hold him/her in your lap, instead put him up on a small table (with a non-slip mat on top to prevent him scrambling for a foothold), he'll feel a little less secure which will mean less wriggling!

Place the table in front of a flat, washable surface - such as the refrigerator or washing machine - which you've spread with some peanut butter. I know it sounds odd, but he'll be so busy licking the peanut butter off the 'fridge he'll forget to wriggle.

Good luck!
It depends on how your dog acts. If your dog gets nasty when you try grooming, then get a muzzle. Many dogs are just a bit nervous and need a bit of calming. What I do with my 2 year old pug is put peanut butter on my finger and let her lick it off while I groom her with my other hand. Usually I'll take the leash and tie it to a door knob if it's a long one.

Sometimes it's best to have two people there when grooming. One to hold the leash and have the peanut butter or treat on/in there hand, and the other to groom. Professional groomers have tables and leashes that they hook up to a pole on the table, which keeps the dog still, because they can make it tight.

If your dog is overly hyper, play with him/her outside for a while, making them run, and getting them tired, or groom when tired so that they'll have less energy. Puppies get tired easily, so do it when they're tired, trust me, it works.

My Grandmother used to own a Grooming Shop/Pet Store, and I used to help her groom the dogs. I don't think I've ever seen any overly hyper dogs who can't sit still for that long. They usually get bored and sit down after they realize they can't do anything about it.
