That is so sad,they really don't care about them.I live where they run free all the time.And I call to get them picked up once they are run down and killed.If the owners could be located and given a fine for cruelty to animals it could change quickly.
I ask the same thing in the Cat section. People think that their animal "knows better" I guess or they just dont care.
My neighbour lets her dog runs by itself to the park everyday. I think they are trained to be careful as he will run to the park and then come back.

The question of the day, I often wonder that myself. I hate it when I see dogs running all over. I get angry when the owners grieve and then accuse the driver of being irresponsible.
Why do people do this? I really don't know. Please in my neighborhood get dogs and cats and they are all over the place.
Because i guess they want them to get freash air and they forget that they may get hit by something and die??
Some people don't want to have to restrain their dogs, in spite of city regulations. These owners don't appear to be trainable.
I was once accused of not caring that my dog ran the streets, but they were wrong in my case. I had a 2 year old and 4 year old who kept letting the pup out and the old folks across the street fed the dog the first time she wandered over there, and kept feeding her, so all my attempts to contain her and keep her safe were thwarted. I was trying to train her to stay in our yard, and even tied her with a rope, which she chewed through. I also was trying to train my children why it was unsafe to let her out. It was a losing battle, and she got run over on Christmas day.
So, not all people are careless. Not all intend to allow their dogs to run free.
Any person who is honest with themselves has to admit that the dog can easily get run over if it's allowed to run loose. So, getting upset is unrealistic.
I don't know. I feel really bad for the animals that aren't being cared for properly.
If people can't care for them then why get them in the first place?
I have to agree with iainjgeddes,they are stupid for letting their dogs run free.Freedom for the dog,I suppose.
I think this is an even bigger issue with cats. If you let your animals roam freely there is a chance that they are going to get lost or hit by a car. People who have animals should care for the pets and eliminate this danger. I know some people who swerve towards cats on the road because they think they are strays. I am sure there are many people who don't like cats in their yards so they do the same. I know it's not right but it's also very wrong to allow your animals to roam the streets.

Because they are totally irresponsible ignorant people. The thing it's cruel to fence a dog but it's the kindest thing you can do for the dog and the public. We live in a rural area and have 75 acres of land and are not by law required to contain our animals but we do. We have strays that show up and our neighbors let their dogs roam. I have seen one of theirs get hit by a car and they didn't even take the dog to the vet. It was crippled and they ended up taking it into the woods an shooting it because it became mean with all the pain it was experiencing. Arggggg! People like that shouldn't be allowed to have animals. If you have dogs, fence them, don't tie them. Love them and be grateful for the unconditional love and pleasure they give you!
Because they dont think. My dog runs away but never far just the the neightbors but I always see her even there..also people think its like a walk for dog and u dont have to be there with them...lazy AND stupid
