A dog needs to be extremely well trained before they can go off their leash and stay by you. Even then most dogs will take off if they see a cat, rabbit, or even another dog. Work with your dog on a long leash or in an enclosed yard to make the dog come to you. Then practice in areas with minimal distractions and safely away from roads. When you are confident the dog will come to you when you call no matter what then you can allow the dog to be outside off the leash.
Dogs must be on lead until they are completely trained to heal, come, sit, and stay.
Even then, there is no guarantee that a dog will not bolt after a rabbit, etc... so never leave your dog off lead if you are near a road.
Obedience class and bonding on controled walks. you dog needs to see you as the leader and respect you as it's owner that way it will not run away and will come when you call.
You have to work hard on having a good recall. When you call your dog's name, she MUST come.

try leaving her off the leash if she goes to run away then put her back on the leash do this several times a day
Some types of dogs can NEVER be off leash. My beagle-mix, no matter how much training he gets down the road will ALWAYS follow his nose. Some dogs can't be trained not to chase.
you need to take her to some serious training classes. Check your state laws first though. i know many states ( including mine) have a leash law where the dogs have to be on the leash if they are not on your property.
