Tie from above the bite, compression against the wound to stop it from bleeding, go to the doc for a tetanus injection and/ or antibiotics +/- stitches..
wash the wouond by soap & running water imdtly. then if bleeding take to a doctor for anti rabies shots. & no need to tie, that is for a snake bite.
By the way lulu bell you NEVER use a tourniquet any more. And geez this dumb question has been on here several times so if the dude was bleeding that bad he would have passed out by now.
