Answers:
Your experience is exactly why people should research the type of breed they get before getting one- to make sure you and the breed are compatible. Whippits and Collies both, are high energy dogs.
Dogs are social and barking is a way of communication. So some barking is normal and should be allowed.
You may have to walk him longer or walk him more than twice a day. You also need to spend a lot of time playing with him, and training him. They are just like children and need to learn manners and boundaries.
As far as barking when you're gone, check out some web sites that address this problem. See the one listed and do a search. Personally, I would only use a bark collar as a last resort.
Some of his energy is from him being a puppy however, as his owner, it is your duty to learn everything and do everything you can to help him be a well mannered pet and neighborhood dog.
Good luck.

take him to puppy school. There is a special place near the dogs neck the if you GENTLY hold it they will be calm! My dog is a puppy a puggle(part pug/beagle)<<<TROUBLE Pugs are clever and beagles r too...but them together u have a dog who can out smart you! not fun! :) And i use that then he calms down...Once he is older he will be less hyper. Try to get your yard fenced in and play with him out there(they LOVE chase) ! Any more puppy questions PLZ!!..Email me

my best answer to this q istell him u'll be back
You may not like this advice..but.

Try to find a home for the dog. I'm assuming that you do not have a fenced yard for him. Both whippets and collies like to run, NEED to run, alot. Walking him twice a day is great, but...as you know...doesn't even make a dent in his energy level.

Try to find a more mellow breed, one suited to your lifestyle. And you may want to look into adopting an older dog, one that has less energy than a puppy. I know it's a hard decision to make, but it may make you both miserable if you try to keep this dog.
Feed him carrots.
He needs to use up some of that energy. Try talking to him calmly, give him strenuous exercise such as running ,fetching a ball or stick and better yet let him play with another dog. As for the barking try spraying him with cold water in a spray bottle and firmly say no. barking.
Good luck puppies are so much fun. Enjoy!
