A collapsing trachea is very common in poms. This could be whats wrong w/him. But there are dogs that just do cough or lick there noses all the time w/no health issues

Take the dog to a vet there is a dog croup that can only be cured with a antibiotic and that is only if they catch it in time
You could try putting some Vick's on the end of his nose, so that he can lick it off. Or you could take him to the vet to see if he has heart worms, and or any other health problems. Good luck.

A collapsing trachea is very common in poms. I should know, I have one with the problem. The trachea can collapse to different degrees, so in some dogs it is worse. I actually had my pom collapse once after vigorously playing with my other dogs. She was not getting enough oxygen and her gums were blue. The vet that I work for did a radiograph and gave her a prescription for a bronchial dilator. (the same medicine as people with asthma take) This condition is congenital. Take your pom to the vet to see if her trachea is collapsing and to what degree and he/she can recommend the correct treatment for your dog. Good Luck!
I am trying to make out your question. If your dog is acting like he can't breathe, take him to the vet as soon as possible. It sounds, from what I can figure out in the question, like he may have a sinus infection. Coughing, trouble breathing, constantly licking his nose.

He needs to see a Vet from what I can read.
I myself have 2 poms and they both do the same thing. Make sure you don't leave him out side for to long.our dog does it every time hes out side for a while.
