Female dogs should have a first heat between 4-6 months old. My female had hers at 9 months.
If you are not going to breed her then get her fixed. This will decrease the possiblity of ovarian, uterine, or mammary cancer in the future.

I don't think it's carved in stone. I know a lab that didn't get her first heat (not period) until she was well over 1 year. and there is sometimes a seasonal timing. very often dogs come into heat at the very end of the winter.
as far as your question goes, anywhere between 6 months and maybe 14. best to have her spayed at 6 months. it will save you a lot of trouble later.
