Eyes open 10-14 days.. Their eyes are still developing, that's why they are sealed at birth.. They can open at slightly different rates thru the litter.. By 2 weeks they are fully open normally.
Do they need to be wiped off.. Mom usually keeps them so clean that you would swear that they have been bathed.. If you do have to wipe them, make sure you don't get them real wet and keep them out of any draft at all.. I don't know the ingredients of puppy wipes.. Are they recommended for newborns? I would just use a damp cloth if it was me.

Dont worry about the eyes opening. They will open naturally when the time comes. Give it about a week or so... maybe even 2 weeks... and i am guessing there is a mother labadore in your household, since the pups are 11 days old. The mother lab will take care of the pups. She will clean them... but if you want to use puppy wipes wait maybe about 1 or 2 months. Also you can ask your vet these questions. Good luck with the puppies!

Mom is probably working hard keeping the babies clean.. if they are not "clean", or if she has many pups, you may need to help her out. I would probably recommend a warm, damp washcloth with regular water for them at this age. Puppy wipes usually are for babies that are 4-6 weeks and up, dependent on the type you have.

EDIT: Great, you've done a ton of research and you're in constant contact with your vet, which is why you don't know that eyes generally open at 10-14 days and you have to ask your questions to a bunch of internet Yahoos.
I wouldn't use puppy wipes. The mom's still going to be cleaning them, or you can use wet wash cloths, but nothing else.
