and in the apartment he is fine, but as soon as we go out, he barks at everything, he has an annoying bark too, and people look at me like I treat him bad, being the reason that he barks so much.i have tried everything, he is jealous of the other dog, the beagle, and i always make sure he plays with other dogs but he is jealous, and barks or tries to dominate them, he is fine with humans.but i dont know how to control it, because its non stop when i take him for a walk or anything...even driving in the car!! Please help, what should I do???

You can try a citronella bark collar while you do some behavior modification. It can give you immediate relief as long as he has it on. It fits snugly around your dog's neck and the vibration of barking sets it off.
It spurts a blast of citronella up toward your dog's face. I have seen it work even when the citronella chamber was empty and all it spurted was air.
Dogs seem to understand how it operates though so unless you want to have it on forever (you need to keep replacing the battery) he needs to have behavior modification.
I like this explanation of dog barking (at least the protective barking):
The dog barks: 'look, look there's someone up there - warning!'
You say: 'ok, I see it but it's just the postman so it's ok - good boy'
The dog thinks: 'I've done my job, now it's on to something else, I can stop barking.'
It sounds counterintuitive but if he gets acknowlegement and praise for doing his 'job' then he can move on to something else.
scare him wit newspaper

Many pet stores will sell bark muzzles. It is different than a muzzle that prevents biting. Something else you can try is a bark collar. These collars have a remote-control, and when you hit the button on it, the collar will give the dog a little shock. It won't hurt the dog as much as it will startle it, so if he jumps or yelps, don't think he is in a lot of pain. Your dog might not like this method, but it is very affective, and should work quickly. After a while, the dog will not bark anymore because it doesn't like the shock, even if he doesn't have the collar on.
