Talk to a vet about options. Maybe you can take him to obedience school or medicate him to be more calm. If not, put an ad in the paper to give him to someone else or put him down if you just can't handle him.
Try contacting a rottie breed rescue about what options may be available to him. If they cannot take him they may be able to help you with any issues he has because of their experience with the breed, or figure out if he is safe to be placed with someone else.
Try a local dog training facility, obedience can help you target that aggression. Make sure you are Alpha dog (the boss). Remember most pounds will put him to sleep so I hope you give him a chance. If you can't afford classes tell your situation to a local shelter sometimes they will help.
Get rid of the dog before someone gets hurt. Call the ASPCA and the humane society. The local animal shelter should have taken him off of your hands. Part of their job is to protect citizens from dangerous animals!
Contact a Rotty breed rescue group,and see if they can evaluate the dog for you , then follow their advice as to what should happen with this dog.
