dirty bottoms, irritated or impacted sometimes infected anal glands (you vet can clean them for your dog) or worms.
if the dogs poop is very soft its quite possibly the anal glands arent being expressed naturally by your dog, try adding a handful of oats to their food for a few days and see if things improve. (normal rolled oats for making porridge should do)

this sounds like worms to me, or maybe the anal glands are full, a vet will squeeze the glands at little cost
