No, just because something is the same species as another animal doesn’t make them able to have children with it. That is just like asking if a domesticated cat can have kittens with a wild bobcat. I can assure you that if a peahen could have children with a rooster it would be pretty common and we would all have heard about it. Also we would be hearing about chickens mating with ducks and turkeys.

Hmmmm. Just found some interesting information. It didn't say that chickens could mate with peahens. But it did say that someone hatched out a guinea hen//chicken cross. And another person hatched out a guinea hen peahen cross. The birds were all born sterile. None lived past the age of four years. If they do hatch it will most likely take a longer time period. Also the chicks are not very pretty. Or I should just say they are very very ugly. But, the chances that the eggs are fertile and will hatch are very unlikely if it is possable. Learn something new evey day don't we.
Update:The interesting thing is that the peacock was the male and the guinea hen was the female. So the peacock wouldn’t have to deal with the size difficulties that your rooster would be dealing with. Also this wasn’t natural it was enforced by man. So the mating may have never been done physically by the guinea hen and the peacock. I can see the guinea hen chicken cross more likely because the guinea hen and chicken are pretty closly related and around the same size. But once again this isn't natural.
