Yes, because if you want to train it then it will be a lot easier.
If you've never done it before, let the pet store do it and show you how. It's not difficult, but you do need to see it done before trying it yourself.

clipping wings can help prevent al escapes.
Yes they are easier to train and handle but remember they can still fly if they get outside if a breeze comes along they will try and catch it and fly away.
Go to the vet to do it and while you are there you can get a check up for it
That's a surprisingly complicated question.
My parakeet was grossly overclipped at the pet store I got him from. They cut every single flight feather, and he dropped like a stone -there were so many occasions where he dropped from something and I ran over with my heart in my mouth, convinced a fall like that must have broken something, I vowed nobody but me would ever clip my birds again. But I got complacent, because he had absolutely no ability to fly, and I nearly lost him one day -there was a bit of a breeze, and he got four houses away. This is the bird that couldn't even coast down from his cage to the floor.
I personally clip my birds, but quite lightly -it's not really designed to stop them from getting away if they get outside, because I'm extremely careful about them being outside -it's more to stop them from getting so high I need a chair to reach them. (I live in a Queenslander, so the roof is about three times my height away, and I'm not short!)
No matter how you clip them -and a properly clipped bird should never lose his secondary flight feathers -remember that it's not a guarantee. The majority of lost pet birds are clipped, and they're lost because their owners think that means they can't get away.
If you decide to clip their wings, take them to someone else who knows how to do it if you've never done it before. If you don't know what you're doing, you can do a lot of damage. And make sure they don't cut every flight feather -the aim is not to make them drop like a stone, they should be able to coast safely to the ground, but not get any lift.

if you don't know how to do it yourself, call a local pet shop and see if you can bring ur bird in and they do it for you or a aviary vet or some one you know personally who knows how to do it
once they re cliped they'll grow back in about a year ( was estimated time i've seen on all the websites i've been too)
If you don't want it to fly away? They like to get out of the cage a lot and when that happens its hard to catch or you may hurt it in the process. or when someone opens the door and there it went.
I vote that you let a pet store do it, OR a vet. Look online for avian centers around your area, and they will do it for sure.

If after reading all the comments, you decide to clip your keets "wing"...make sure you clip only one wing. In doing that they cannot fly. Its makes them "lop-sided". But make sure that if you do this, that your keet CANNOT get out of your house. Without being able to fly he will have no defense.
Yes you should clip them unless you want to let your bird to fly away.And it helps because it would be easier to get it out of its cage.
