They can, but it's always best not to have them together. Make sure they like each other enough to live together first! Put their cages next to each other for a few weeks, and then put the parakeet in the cockatiel's cage for an hour or so and keep a close eye on them. If they do okay, then leave them together overnight and see how they are in the morning. If they fight at all, do NOT put them together, they wont "work it out". With the food issue, start converting the parakeet to eating cockatiel food while their cages are next to each other for the couple weeks.

Of course they can! As long as you take them out of the cage and keep the cage clean.
"Live" yes. Happily, doubt it. They are very different avian species with different personalities, food requirements, toys, etc.etc.
THEY would prefer to be with their own species so would be best if you cage them that way.
I assume these are not hand tames birds.
If you want tame and trained birds then cage them separately per species.
If you do want two birds caged together then know their sex and pair two females or two males together in one cage.
I wouldn't recommend it. Parakeets can be very aggressive and cockatiels are usually fairly docile. What would probably happen is your parakeet would start attacking your cockatiel's feet. And the cockatiel would probably just stand there and let him.
If you're determined to allow them to live in the same cage, you must introduce them slowly. This would have to include keeping them in seperate cages for a few months. Let them get to know each other before you stick them together and at first only keep them in the same cage while you're around until you are sure that they will be ok together. (actually, you should do this with any two birds that you want to keep together whether they are the same species or not).
As far as the food goes cockatiel food and parakeet food are pretty much the same the only difference is in sizes, so the parakeet would stick to the smaller stuff and the cockatiel the larger and it shouldn't be a problem.
