NO. Do not use newspaper. Newspaper has ink and dyes that are not only bad for eggs but are also bad for chicks. It is not as supportive nor does it hold temperature as well either.
Use corn cob granulates. You can find it at most pet stores - it's granulated corn cob (about 1/8 inch in size) and comes in small to large bags. You'll need to change it periodically as the chicks get older, but it is supportive for the eggs and chicks and holds temperature well and there's nothing dangerous about it. We use it STRICTLY for raising baby birds now.

No. You should only put a thin layer of wood shavings. Make sure that they are not treated with any chemicals since the female will chew on these wood shavings. Only 100% chemical-free wood shavings will give 100% peace of mind. Cockatiels do not carry nesting material into their nest.
