Things that twist and dangle in the wind tend to keep them away like a strip of foil hanging from a string, illusion twisters, etc.
The plastic owl is a good one, but if you don't move it they'll start roosting on it's head ;)
You could get a pet owl.
If thats a little extreme, they sell fake plastic and wooden owls at the hardware store. Put one on your balcony, and it should scare the birds away. Just remember to change the dummy's location once a week or so.

Apparently birds do not like the smell of WD40. Spray some of it on your balcony and see if it works.
The other thing to do is string some fishing line across the railing - parallel with it and just above (about and inch or two) where they land. The idea is the birds land on it and wobble because they can't get a good grip. They should flap off! Make sure the fishing line does not touch a hard surface as this will give the birds stability!
