Can cockatiels learn to do tricks?

Question:like wave their feet and spread their wings on command?

Answers:
Yes, absolutely. They're intelligent creatures and they like to learn. Some learn quicker then others, which is really entertaining to watch. To teach tehm to wave I have found it's easier to move your hand towards them like your going to pick them up adn when they lift it say "Wave" or whatever word you want to sue as the command and then after a second of them holding it in the air then give them a treat. It will take more than a few days but you'd be suprised. Spreading wings is also eay to teach. SImply "tickle" under their wings until the spread them. Then say the command as you want them to know it(be consistent) and then after they do it praise them and give them a little treat. After awhile though once they start doing it without you having to tickle them start using less treats and more verbal praise. Works like a charm! Good luck!
