Unless your mom is by any chance allergic to birds there won't be any chance of her getting ill from it. But very few people are allergic to birds, and even my mom, who is allergic, just doesn't handle the bird, and although she's often in the same room she's never had any allergic reactions.
Budgies are very clean animals and none of the diseases that affect them cause harm to humans. In fact the Budgie could get sick from you, if it somehow ingests any of your saliva. So don't ever give birds and food that you've bitten or chewed on, make sure they get a clean piece.
Don't let the cage get really dirty. I clean my budgie's cage once a week and that seems to be enough, but some people clean theirs more often. Excrement left too long in the cage could pose a problem, but more for the bird. If it gets really old and starts to smell (it could be...erm...growing stuff...) of course that';s a problem for anything in the area.
And of course when you're cleaning the cage make sure to wash your hands afterwards, for obvious sanitary reasons.
i highly doubt that your mom will get sick from the bird. and if you're still worried, just seperate the bird from the mom. keep the bird in a room by itself where it won't be around your mom
I don't think Budgie's can transmit any diseases to humans. If your mom is going in for surgery now is not the best time to get a budgie because you won't have that much time to spend with it. Wait until she recovers then get one. If your mom is having respiratory surgery then I would definetly not get one because dust and feathers wouldn't be good for her. I hope all goes well with her surgery :)
Bringing any new animal into the house could infect your mother. Her immune system will be weak due to the surgery. It is best to wait a while and get one later when she is feeling better.
no budgies do not infect people budgies do not carry deisesses that would affect people in any way. Healthy budgies dont carry any illnessess. Be sure to get a budgie that has no puffed up feathers, who is active alert and hyper, and one htat has a clean butt.I would also like to reccomend a food that I feed to all my budgies. They love this food and I dont have to hassle to get them to eat pellets

A budgie will not infect your mum. It is more likely the other way round. We humans can infect them more than they can infect us.
